Crypto regulation and how we rank in Ukraine

Ukraine has no crypto licensing regime in force. The Law "On Virtual Assets" No. 2074-IX was adopted on 17 February 2022 and signed in March 2022, but it takes effect only once Tax Code amendments on taxing virtual assets enter into force, and it has not entered into force. Bill No. 10225-d (VASP rules and taxation) passed first reading on 3 September 2025; its second reading was postponed to autumn 2026 amid an NBU–NSSMC dispute over supervision. Owning and trading crypto is not prohibited, so availability rests on each platform's own terms; the NBU has acted against unlicensed payment services (Trustee Plus, September 2025).

Each platform gets a score from 0 to 10. Access and the local licence carry the most weight; security, fees, the range of coins and products, the number of ratings of its app in the local App Store and the quality of the data make up the rest. Only official sources are used: the platforms' own terms and the regulator's public register. A dash means we could not verify a value.

Is Binance available in Ukraine?

Yes. Binance runs a Ukrainian-language site and its app is the most-rated crypto app in the Ukrainian App Store; its terms page could not be rendered on Oct 6, 2026 and no official exclusion of Ukraine was found. No Ukrainian licence regime is in force.

Is Coinbase available in Ukraine?

Yes. Coinbase's rest-of-world ID verification page (checked Oct 6, 2026) lists Ukraine among countries whose residents can verify; only sanctioned regions are blocked.

Is Bybit available in Ukraine?

Yes. Bybit's terms (checked Oct 6, 2026) exclude only the Russian-occupied regions of Ukraine (Crimea, Donetsk, Luhansk) and Sevastopol; the rest of Ukraine is not restricted and no Ukrainian crypto licence exists to require.
